GVFTMA Names Urban’s Nicastro and Rinker 2025 Top TDM Professionals Under 40
King of Prussia, PA – Urban Engineers, Inc. (Urban) is proud to announce that Anthony Nicastro, PE, LEED GA, and Rose Rinker, PE, have been recognized by the Greater Valley Forge Transportation Management Association (GVF) as Top Transportation Demand Management (TDM) Professionals Under 40. This award honors leaders who are using innovative transportation solutions to improve access and promote sustainable commuting alternatives.

Mr. Nicastro serves as Urban’s Team Leader for Constructability and Value Engineering, where he advances safe, sustainable, and efficient transportation through multimodal solutions that benefit all users. He reviews projects to identify time and cost savings and advises on the most effective methods to achieve project goals. Mr. Nicastro supports several critical public infrastructure programs, including the SEPTA Trolley Modernization Constructability Task, which is removing barriers to access for riders, and the Commerce Street Connector, which focuses on enhancing transit, pedestrian, and bicycle connectivity.
As a Design Engineer, Ms. Rinker champions safer transportation by prioritizing people over vehicles through her commitment to Complete Streets and Vision Zero projects. These projects demonstrate her dedication to TDM initiatives. Ms. Rinker’s key achievements include enhancing community safety
through the Roosevelt Boulevard Direct Bus Station Design, Old City Market Street Improvements, and the Portzer Road Roundabout Project. All these projects aim to reduce crashes and enhance pedestrian spaces, bicycle connectivity, and transit access by utilizing strategies such as road diets, bus bump-outs, and elevated bike lanes.
