STV Strengthens National Water Leadership to Meet Emerging Infrastructure Needs

DALLAS, TX – STV today announced it has promoted four key leaders to expand its national One Water team, an integrated approach that connects planning, treatment, conveyance and program management across the full water cycle. The promotions follow a year of strong momentum in talent, sales and project delivery and recognize leaders who helped drive that progress: 

  • Michael Graves, P.E.has been promoted to senior vice president and national wastewater technical leader; 
  • Swaroop Puchalapalli, P.E.has been promoted to national director of PFAS and water quality; 
  • Sylvester Johnson, P.E., has been promoted to vice president and business development director for the Houston area; 
  • Randy Bush, P.E.has been promoted to vice president and business development director for the Dallas-Fort Worth area 

The promotions broaden STV’s leadership in key areas shaping the future of water infrastructure, including PFAS and water quality, advanced wastewater treatment and biosolids, water resources and resource recovery. Together, these leaders expand STV’s capacity to provide data-driven design, innovative treatment solutions and strategic program management for utilities nationwide. With this strengthened technical and market leadership, STV is helping clients modernize treatment systems, integrate emerging technologies, navigate evolving regulations and plan long-term investments in resilient, sustainable infrastructure 

“STV’s deep bench of water experts brings the kind of technical insight and a forward-looking perspective that shapes how communities invest in and manage their water and wastewater systems,” said Chris Haney, P.E., president of the water operating group at STV. “These leadership promotions elevate STV’s One Water capabilities in the U.S. so we can better serve our clients and support utilities as they implement innovative solutions that make systems stronger, more connected and built to perform for decades to come.” 

Graves will guide STV’s technical excellence in wastewater treatment and conveyance nationwide. With more than 35 years of environmental and civil engineering experience, he has led complex wastewater and water treatment projects for municipalities and utilities across Texas and Oklahoma. His expertise includes process evaluations, biosolids management, advanced treatment design and regulatory compliance for large-scale infrastructure programs. He is an active member of the Water Environment Federation and Oklahoma Water Environment Association.   

Puchalapalli will lead STV’s national strategy and technical services for PFAS treatment, emerging contaminants and advanced water quality solutions. With nearly two decades of water and wastewater experience, he is a recognized leader in PFAS treatment technologies, including granular activated carbon, ion exchange and advanced oxidation including the completion of 12 PFAS treatment systems in operation.   

Johnson will lead the continued expansion of STV’s presence in the greater Houston area through strategic partnerships that advance sustainable water infrastructure with the City of Houston, Harris County Flood Control District and other select clients in the region. With 18 years of experience in water and wastewater planning, utility relocation and treatment design, he has managed major programs for the City of Houston, Port Houston and the San Jacinto River Authority.  

Bush will lead strategic pursuits and support growth initiatives throughout North Texas. With more than 25 years of experience delivering municipal water and wastewater projects, he specializes in planning and designing collection and distribution systems. He is an active leader within the Water Environment Association of Texas (WEAT), where he has chaired multiple committees and currently co-leads the statewide awards program. 

For over 45 years, the firm has a proven track record of developing and implementing integrated management strategies for water, wastewater, water resources and resource recovery projects, including the award-winning Vista Ridge Regional Supply Project in San Antonio, Texas; the Walnut Hill Pump Station in Dallas, Texas; the Owasso Wastewater Treatment Plant in Owasso, Oklahoma; and the Red Hook Wastewater Resource Recovery Facility in New York City.
