STV Taps USDOT Official Keith Benjamin as National Planning Leader for Cities Initiative
WASHINGTON, D.C. – STV, a leading professional services firm that plans, designs and manages infrastructure projects across North America, today announced that Keith Benjamin has joined STV as a vice president, where he will work with clients across the country to develop holistic strategies focused on improving infrastructure, transportation and organizational resilience at the municipal and regional levels.
Benjamin is a longstanding leader in both federal and municipal governments, most recently serving as the associate administrator for highway policy and external affairs for the Federal Highway Administration (FHWA) at the U.S. Department of Transportation (USDOT).

At the USDOT, Benjamin engaged members of Congress, state agencies, local communities and others in the implementation of the $350 billion Bipartisan Infrastructure Law funding as well as the FHWA’s FY22-26 strategic plan. During the Obama Administration, he also served as a transportation planning and safety policy analyst for the USDOT’s Office of the Secretary, leading the forming of the initial Federal Advisory Committee on Transportation Equity.
Outside of the federal government, Benjamin was the Director of department of traffic and transportation for the City of Charleston in South Carolina and served on the boards of CARTA Transit, Charleston County Aviation Authority and the Berkeley-Charleston-Dorchester Council of Governments.
Benjamin has been a fellow with the National Association of City Transportation Officials Leadership program, Next City Vanguard and the Riley Institute at Furman’s Diversity Leaders Initiative. He is a frequent public speaker, providing keynotes and presentations to organizations such as the National League of Cities, Conference of Minority Transportation Officials, AARP, U.S Conference of Mayors and the Congressional Black Caucus Foundation.
Benjamin is a graduate of Swarthmore College and has received a joint resolution for outstanding service from the South Carolina Senate and the House of Representatives.
